Until the end of 2020, the 16 federal states managed the motorways on behalf of the federal government. Since 1 January 2021, all the planning, construction, operation, maintenance, financing and asset management has been in the hands of the federal government's Autobahn GmbH. With the reform, the knowledge and expertise of experts from all 16 federal states will be pooled. The GmbH has set itself up centrally in Berlin from an organisational point of view.
